Tool-use expansion

Give the agent two callable tools beyond retrieval - search GitHub issues by status, and check whether something is a known bug against a small structured table. The agent must decide when to call which.

Retrieval alone cannot answer "is this already fixed?". Tool selection is where agents most visibly succeed or fail, and two tools is the minimum where choosing is a real decision rather than a formality.
