Multi-step planning loop with a step limit

For complex questions implement plan then retrieve/tool-call then synthesise then self-check, as a loop rather than a single LLM call. Enforce a maximum step count and detect repeated identical tool calls.

The loop is the easy part; the limit is the part that saves you. An agent that calls the same tool forever is the most common way an LLM feature becomes an unbounded bill.
