Async notifications via a job queue

Add a Redis-backed job queue so task-assigned and comment-added trigger background jobs - a logged line simulating an email - instead of blocking the request.

The point is the latency, not the queue. The verifier asserts the request returns before the job completes, because a "queue" that is awaited inline is just a slower function call wearing a costume.
