Bulk operations with transactional integrity

Spec
A bulk "move tasks between projects" endpoint wrapped in a database transaction with rollback on partial failure. Test the rollback path explicitly.
Why this matters
Partial success is the worst outcome - worse than total failure, because the caller cannot safely retry. The rollback path is the one nobody tests and everybody needs.
