Test harness as the agent's verifier

Before delegating further migrations, raise test coverage on the target files to a defined minimum - writing the missing tests yourself - so the agent has a real feedback signal rather than "looks right".

This is the pivotal task of the track. An agent iterating against a real test suite self-corrects; an agent iterating against your judgement needs you present for every loop. You are buying your own absence.
