Planner agent producing a dependency-ordered plan

An agent whose only job is to read the remaining unmigrated files and produce an ordered migration plan - dependency-aware, leaf modules before their importers - output as a structured task list at plans/migration-plan.json.

Separating planning from execution is the core multi-agent insight. It also makes the plan reviewable before any code is touched, which is when review is cheapest.
